Townsend, 22, will be sidelined for 10 weeks after damaging his ankle ligaments in Spurs’ 1-0 Premier League win over Stoke City and will undergo surgery on Thursday.
He left the Britannia Stadium in a protective boot and underwent an MRI scan on Monday and was assessed further on Tuesday.
Townsend starred in England’s must-win qualifier against Montenegro in October, capping a fine performance with his first international goal in a 4-1 win at Wembley, and followed it up with another impressive display in the 2-0 victory over Poland.
The Spurs academy graduate has made 33 appearances in total this term and impressed on loan at QPR at the back end of last season.
However, he has not enjoyed the best end to the campaign and last started a Premier League match in the 1-0 defeat to Arsenal on March 16.
Hodgson will announce his provisional 23-man squad, plus seven standby players, on Monday May 12 before confirming his final squad on June 2.
The World Cup starts on June 12 with England drawn alongside Italy, Uruguay and Costa Rica in Group D.
