The paper claims that Carlos Tevez will be the biggest name casualty at the Etihad as Roberto Mancini looks to refresh a squad that has failed to spark this season.
Edin Dzeko, Samir Nasri, Joleon Lescott, Scott Sinclair, Aleksandar Kolarov and Maicon will also be allowed to seek new clubs in a rebuilding scheme while "the futures of Gareth Barry and James Milner are also in the balance."
Tevez has been one of City's better performers so far this season but City are looking to cash in as he has shown no indication that he is willing to extend his contract.
"As his current deal moves into its final 12 months, City will look to recoup some cash on a player who will turn 29 on Tuesday by making it clear they will listen to offers" the paper explains.
With the likes of Wayne Bridge, Roque Santa Cruz, Kolo Toure and Richard Wright also having expiring contracts, City will free up a huge weight off the wage bill.
Of course, with so many leaving, that means new players will have to come in and according to the Daily Star it is "oil-out war" between City and the similarly deep pocketed Paris St-Germain for the services of Napoli striker Edinson Cavani.
The paper claims that the Uruguayan striker is the top target for both clubs and they are set for "a £40million shoot-out" for his services.
Both clubs have also identified Atletico Madrid striker Radamel Falcao as a back-up plan if they can't land Cavani.
"So it’s shaping up to be a battle of the Middle East money men – Abu Dhabi-owned City versus PSG, bankrolled from Qatar," notes the paper.
Manchester United may already have deal in place for a new goalkeeper in the summer.
The Sunday People reports that Asmir Begovic WILL (their capital letters) join Manchester United in a £9million move this summer to solve their goalkeeping problems. Stoke have already signed Jack Butland who should take over the number one spot from the Bosnian at the Britannia.
United would be willing to sell David De Gea if Barcelona matched the £17 million United paid Atletico Madrid for his services 18 months ago.
To some other rumours and David Villa wants a £14million summer move to Arsenal.
