The 24-year-old Northern Ireland international, whose start to the season was disrupted by injury, is yet to make a competitive appearance this term but Howe says his versatility makes a first-team breakthrough more likely.
"He is back fit, he has trained for a few weeks and we are delighted to have him back among the squad," Howe told the Daily Echo.
"Now he has got to try to break on to the bench and then try to break back into the team.
"It will be difficult because he has quality players ahead of him, but the beauty of Josh is that he is quite versatile and can play in different positions, so he is certainly a useful member of our squad.
"I think the challenge for Josh now is to perform consistently well and try and nail down a position of his own in the team."
