The 28-year-old Dane has signed a two-year deal for the 2013 and 2014 seasons, leaving Rabobank after two years.
Breschel, who won a stage of the Vuelta a Espana for Saxo Bank's predecessor Team CSC and was second in the 2010 World Championship road race, has had an injury-strewn time with the Dutch outfit.
And Breschel is looking forward to renewing acquaintances with former Tour de France winner Bjarne Riis who owned and managed both CSC and Saxo Bank.
He said: "The choice wasn't that difficult, even though I have enjoyed being part of Rabobank.
"I'm convinced Bjarne (Riis) and the team are the right ones to help me move on. Over the last two years I have always kept in contact with Bjarne, and now, I have the opportunity to come back.
"This team is where I feel at home. I'm super happy to be able to return to Saxo Bank-Tinkoff Bank, and I'm very much looking forward to the coming season."
