The Lithuanian, who rides for La Pomme Marseille, was several yards clear of the peleton as he took victory in the 185km stage from Oradour-sur-Glane to just outside Saint-Junien.
Steven Tronet of Auber 93 was second, with Julien Simon of Saur-Sojasun third just ahead of team-mate Jeremie Galland.
Stage one winner Jure Kocjan was well behind and drops out of overall contention.
