Real Madrid and Barcelona contributed 10 players to the Fifpro Team of the Year award, announced in a ceremony in Zurich earlier this week, with Atletico Madrid’s Radamel Falcao the 11th choice.
Speaking to Eurosport-Yahoo!, head&shoulders ambassador Hart conceded that the absence of Premier League players was no great surprise.
“It’s hard to argue against it, I suppose,” Hart said. “They have been dominating of late.
“But I don’t think you can read too much into it; we’ve got a strong league and some good players.
“There’s loads of players who could get into that team another year – I’m obviously biased with some of Manchester City’s players – but to fit 11 players into a category of the world’s best is tough with the standard so high.
“You can’t take it personally.”
Hart has first-hand experience of Real Madrid, who boasted five players in the team of the year, having faced the side twice in the Champions League group stage in 2012. City lost 3-2 to a late Cristiano Ronaldo goal at the Bernabeu in September while there was a 1-1 draw between the teams in the return match in Manchester in November.
The England goalkeeper insists there is little difference between the two sides.
“History is the main difference, I suppose,” said Hart.
“If you look at the last two years they won the league and cup [in Spain], and we’ve done the same.”
While Real Madrid sailed through Group D behind Borussia Dortmund, however, Manchester City went winless over six matches and were eliminated from Europe.
Hart says that while there can be no excuses for City’s failure, his side are not far away from competing with Europe's best.
“You can’t help but notice a bit of Real Madrid and Barcelona on the television,” said Hart.
“It’s hard to say they are doing anything different from us. We just didn’t do well.
“It’s a results-based business. You could look at it like we’re miles off, but realistically, we know inside that we just had a bad couple of games, and we know that the results our opponents got against us they were very happy with.”
