The Turkey international forward, 25, is Rovers' eighth signing of the summer, arriving from Galatasaray in a season-long loan deal with a view to a permanent move.
"He could be a real versatile player for us as he can play through the middle or he can play out wide," Kean told the club's official website. "I think in his time abroad he has predominantly played wide and the same for the national team."
The 25-year-old joined up with Rovers on their pre-season tour of Holland and impressed enough during his trial for Kean to make his move.
"We played a game behind closed doors out in Holland and he played well," added Kean. "You can see with his stature and his power, he's certainly hard to knock off the ball.
"He's got great power in his right foot and technically he has improved dramatically having played with with some top players out in Turkey, so I think he'll be a good addition for us."
