Ince, 21, sustained an unspecified injury during the home defeat to Peterborough at the weekend and will play no part against Romania on Thursday or Austria next Monday.
"Tom picked up an injury at the weekend and he wasn't going to be ready for the first game, and only an outside chance to be available for Monday," said Under-21 manager Stuart Pearce.
"He's also played nigh on every game for Blackpool this season, so I spoke to Paul (Ince) and he said that Tom's desperate to be with us, so he'd support what we wanted to do.
"They have some big games coming up and we don't need to see Tom to know what he can do, so it was decided that he would head back to his club."
