The 18-year-old will be available for Doncaster's next five games before linking up with New Zealand's Under-20 squad for a series of World Cup qualifiers in March.
Howieson's season then concludes at the Keepmoat Stadium and Clarets boss Sean Dyche feels the youngster will develop well under the watchful eye of Rovers manager and former Burnley player Brian Flynn.
"I think it will be a really good one for him," said Dyche in a club statement. "Brian Flynn is someone local and someone I know and respect and I spoke to him recently about Cammie.
"It will be a great experience for him, on and off the pitch, being at a different club with a different regime which are all the things that go into the melting pot of a young professional earning their spurs."
He added: "I am interested in all the young players getting as much chance to be around first-team football as possible at whatever level we deem appropriate."
