The drivers were all stopped after having passed CP1 by the race organisers on the route from La Rioja to Fiambala.
The weather conditions deteriorated more than forecast as the river beds that cross the route were found to be in a state of torrential flooding.
Stage 12 will see the drivers negotiate the route from Fiambala to Copiapo.
