Phillips served as defensive coordinator for three seasons and was interim coach for the last three games of 2013 after Gary Kubiak was fired. Phillips interviewed for the head coaching job two weeks ago.
Before coming to Houston, Phillips was the Dallas Cowboys' head coach.
O'Brien had brief meetings with the rest of the assistant coaches Saturday and is not expected to retain any of them. He will reportedly hire Romeo Crennel to replace Phillips.

Kansas City Chiefs running back Jamaal Charles left Saturday's AFC wild card play-off game against the Indianapolis Colts in the first quarter with a concussion.
Charles did not return to the game. He was replaced by rookie Knile Davis.
Charles was injured when his head hit the turf as he was tackled by Colts cornerback Greg Toler on a seven-yard run.
Charles was helped off the field and was examined by team doctors. He was later taken to the locker room.
Charles led the conference with 1,287 rushing yards and paced the team with 70 catches for 693 yards and seven touchdowns. He led the NFL with 19 total touchdowns.

The Tampa Bay Buccaneers have named former Cal coach Jeff Tedford as their offensive coordinator.
Tedford spent the previous 11 seasons as Cal's coach, where he was the winningest coach in the school's history. He worked with quarterbacks Kyle Boller and Aaron Rodgers, both first-round draft picks, during his tenure.
Prior to coaching the Golden Bears, Tedford was offensive coordinator and quarterbacks coach at Oregon from 1998-2001.
The Bucs are expected to name former Minnesota Vikings head coach Leslie Frazier as defensive coordinator.

The Washington Redskins have denied a report that quarterback Robert Griffin III will have a say in who the team hires as its next head coach.
Backup quarterback Kirk Cousins told ESPN's Adam Schefter that Griffin and owner Dan Snyder will figure in the decision to replace Mike Shanahan, who was fired on Monday.
"I'm sure Mr. Snyder and Robert and those people will have a lot of input as to who the hire is," Cousins said.
However, a team spokesman informed NBC Sports' Pro Football Talk that general manager Bruce Allen said Griffin will not be part of the decision-making process.

The Indianapolis Colts have signed defensive end Jake McDonough to a reserve/future contract Saturday.
McDonough was signed to the Colts practice squad Dec. 26 and released Friday. He was originally signed by the New York Jets as an undrafted free agent May 10 and waived July 25.
